Registration Applications
In order to submit an application, you must first create an account with TQI via the TQI Portal, then, using the portal, submit an Application for Teacher Registration.
TQI is unable to consider and assess an application for registration until the completed application form is submitted and all required documentation is provided. You will be advised in writing when your application is assessed and approved.
If your application is incomplete, you will be advised in writing with an outline of all missing requirements and the steps required for your application to be considered.
You will be required to provide all required evidence of your eligibility for registration and therefore it is recommended that you familiarise yourself with the requirements for evidence and supporting documents below.
Evidence and Supporting Documents
You may need to provide different documentary evidence in support of your application depending on your circumstances and the registration category applied for.
You should ensure you have all of the supporting evidentiary documents for the relevant eligibility requirements before you begin the application process
Under the ACT Teacher Quality Institute Act 2010 (the Act), it is a requirement for eligibility and renewal of teacher registration to hold and maintain current WWVP registration. WWVP overview and fact sheet.
If your WWVP registration is conditional, please contact TQI before completing an online teacher registration application. If your WWVP registration is within one month of expiry you should also provide TQI with a copy of your dated pre-expiry WWVP renewal receipt.
Pre-service Teachers Only - If you are enrolled at an interstate university and are undertaking placements in ACT schools, an equivalent WWVP registration in your home state or Territory is acceptable.
How to apply for WWVP Registration
Apply for a WWVP card through Access Canberra. Access Canberra is responsible for the WWVP registration process and will issue all WWVP notifications, correspondence, confirmations, as well as managing the WWVP renewal process.
Provisional and Full Registration
The prescribed qualification requirement for teacher registration in the ACT is a course of pre-service teacher education consisting of at least four years (full time or equivalent) of higher education study including an accredited pre-service (initial) teacher education program or an accredited graduate pre-service teacher education program.
It could be a four year initial teacher education program (for example Bachelor of Education) or a combination of undergraduate and graduate study leading to a recognised school teaching qualification as outlined below:
- an academic degree (or equivalent diploma) consisting of at least three years (full time or equivalent) together with another recognised course of at least one year (full-time or equivalent) initial primary and/or secondary teacher education (for example Diploma in Education/Teaching, Graduate Entry Bachelor of Education or Master of Teaching),
- a four year (full-time or equivalent) Bachelor of Primary Education, Bachelor of Education Early Childhood and Primary or Bachelor of Secondary Education or primary or secondary teaching double degree (for example Bachelor of Arts/Bachelor of Teaching - Primary or Secondary)
- A two or three year (full-time or equivalent) post-Year 12 initial course of primary or secondary teacher education, e.g. a Trained Teachers Certificate or Diploma of Teaching, together with further recognised awarded higher education qualifications to a total combination of four or more years (full -time equivalent).
Early Childhood Teacher Registration
The prescribed qualification requirement for early childhood teacher registration in the ACT is an ACECQA approved ECT level qualification or an accredited pre-service (initial) teacher education program in a birth-5, birth-8 or birth-12 program (for example Bachelor of Education Early Childhood and Primary).
Applicants holding accredited initial teacher education (ITE) early childhood (birth-5, birth-8 or birth-12) teacher qualifications may choose to apply for either early childhood teacher or provisional registration categories.
TQI recognises qualifications awarded by:
- an Australian accredited higher education provider
- an initial teacher education program accredited by any Australian teacher regulatory authority, or equivalent* overseas higher education and initial teacher
*Qualifications awarded by institutions outside Australia will be accepted if they are assessed as equivalent under the ACT Teacher Quality Institute Qualifications Policy .
Academic Transcripts and Professional Experience
As part of your studies, you must have completed professional experience or supervised practice teaching in a school.
The official final academic transcript/s must include:
- the course requirements and the date of completion, and
- the completion of four years of full time (or the equivalent part time) higher education study, including at least one year of an accredited teacher education program.
- the number of professional experience or supervised practice teaching days*
If you have completed qualifications at an Australian or New Zealand university that provides transcripts online through My eQuals you can share these with TQI.
*If they do not include this information, other evidence showing the program's practice teaching requirements must be included. These will be considered on a case-by-case basis. Applicants who already hold current registration in another State or Territory in Australia or in New Zealand who are applying under mutual recognition provisions do not need to include this evidence.
English Language Proficiency is a requirement of eligibility for teacher registration when any part, of the required four years of the teaching qualification that make you eligible for registration, were undertaken in a country not included in the Australian migration policy as not requiring English Language Proficiency assessment.
Australia, New Zealand, the UK, the Republic of Ireland, the USA and Canada are the countries accepted under Australian migration policy as not requiring English language proficiency assessment and are accepted as the English-speaking countries.

In order to prove you are proficient in English, you must have completed one of the approved tests listed below within the last two years:
- An Academic International English Language Testing System (IELTS) test with scores of at least band 8 in Speaking and Listening and at least band 7 in Reading and Writing, or
- An International Second Language Proficiency Rating (ISLPR) assessment with scores of level 4 in all four areas of listening, speaking, reading and writing. Such assessment will be deemed valid only if provided by approved IIAA accredited testing sites where the assessment is teacher focused.
Please note that postgraduate studies over and above those required for teacher registration cannot be accepted for the purposes of proving your proficiency in the English language.
If you have successfully completed one of the tests above in the last two years, you will need to provide a copy of the original test report form.
In order to apply for teacher registration in the ACT, you must be a permanent citizen of Australia or New Zealand, have permanent (indefinite) Australian residency or hold an Australian work visa.
You will need to provide one or more of the following as evidence of your entitlement to work in Australia:
- Australian or New Zealand Birth Certificate
- Australian or New Zealand passport - copy of page with photo
- Australian or New Zealand citizenship certificate
- Australian Visa with Work Entitlements
If you are unsure of your work rights in Australia, please check with the Department of Immigration and Border Protection.
As part of the application process, TQI needs to establish your identity. We do this using the Australian 100 point system. You will need to upload a scan of the originals (in pdf format) to the online application or provide certified copies (by post) of current documents with a combined total of at least 100 points. Choose from the list below, making sure you include at least one document from Group A. One or more documents from one of the other groups must be used for the remaining points.
Also, if you have been known by, or wish to be known by, any other name you will need to include documents that show the change e.g. Marriage Certificate, Deed Poll, Name Change Certificate or similar. (See Name Changes for more information)

To be eligible for full registration, an applicant must demonstrate they have sufficient professional experience and currency of practice. This means that you have to have completed at least 180 days of full-time teaching or the equivalent part-time teaching (not including time on leave) in an Australian or New Zealand School within the five-year period immediately before your application date.
Statement of Service
A Statement of Teaching Service is the official record of your teaching employment provided by a recognised school or employer.
Please ensure your statement is printed on the school or employer's letterhead.
Your Statement of Teaching Service must include:
- the date of commencement and cessation (finish date)
- any periods/dates of leave without pay (if nil, this must be stated)
- the name of the employer or school
- whether employment was full-time or part-time (if part-time, total number of days/hours or percentage employed must be stated).
Duties undertaken in roles such as teacher’s aides, teacher’s assistants, student teachers and unpaid volunteers are not considered to contribute to currency of practice requirements.
If you do not meet the currency of practice requirements, but are otherwise eligible for registration, you may be granted provisional registration.
- If you are a student at University of Canberra you can use the ‘Proof of Enrolment Letter’ that can be generated from your student portal.
- If you are studying at the Australian Catholic University, you can use an extract (screenshot) of the top section of the ‘Current Enrolment’ PDF that can be generated from your student portal
- If you are studying at a university outside the ACT, use an equivalent ‘Proof of Enrolment Letter’ or an extract (screenshot) from your student portal.
- Evidence of current enrolment must be an official document issued by the university* and must include all the following information:
- the name of the university
- your name
- the name of your course (it must be an approved teacher education program)
- a statement that you are enrolled
- the date (showing enrolment is current).
Mutual Recognition
If you hold current registration to teach in an Australian state or territory or New Zealand (with Practising Certificate), you can apply for equivalent registration under mutual recognition (MR) provisions. Uploading Supporting Documents
- The preferred option for providing supporting documents is to provide them electronically. This option facilitates timely processing.
- Use a flatbed scanner (or scanning app on your device) to scan the original source documents/cards and save as colour PDF files .
- Scanned photocopies or printouts of original documents/cards will not be accepted. Do not scan a certified copy of the original document – we require a scan of the original document.
- Once scanned, upload as part of your online registration application. You can also email your supporting documents to tqi@act.gov.au (please include your six-digit TQI number in the subject line)

If you are not able to scan and upload pdf files of your supporting documents, you will receive an acknowledgement email with a copy of your application and information on the alternate option to provide them to TQI. You must do this within 14 days of your application or it will be deemed withdrawn.
Translation
All documents you provide to TQI must be in English. If the original is not in English, the original and a version translated by NAATI or a government certified or accredited translator must be included.

The application fee is payable at the time of application and it changes for new applications depending when you apply in the calendar year. See this page for more information on our Application Fees.
How to Apply
Once you have prepared all of the required documentation to support your application you will be ready to commence the application process. Follow the instructions on this page to establish an account with TQI and apply for registration as a teacher in the ACT. You will be asked to upload your supporting documentation at the end of the application process.

Assessment Timeframe
Following receipt of a registration application, TQI will review the application to determine any missing requirements. If all required supporting documents and the applicable fee have been provided, TQI will commence the assessment process to determine eligibility for registration.
TQI aim to assess applications within 10 working days. However, the assessment of complex applications, as is the case with overseas qualifications, may take longer. To avoid delays, please ensure that you provide all documents required to support your application.
Can I teach while my application is being assessed?
You can apply for teaching positions in the ACT while you are waiting for your registration to be approved. However, you cannot commence teaching until your teacher registration is approved by TQI.
