What the framework means for teachers
- All teachers must meet and maintain clear professional requirements, including:
- holding current teacher registration
- maintaining a valid Working with Vulnerable People (WWVP) registration
- follow the TQI Code of Professional Practice and Conduct
- completing ongoing professional learning
- declaring certain events, such as changes to WWVP status.
- The framework supports teachers by:
- providing clear expectations and standards
- recognising and promoting professional growth
- reducing red tape where risk is low
- ensuring regulatory decisions are transparent and fair.
These requirements safeguard students and uphold the integrity and standing of the teaching profession.
A notification is information TQI receives about a teacher or employer that may affect compliance with the Act, the Code or the Australian Professional Standards for Teachers.
Notifications come from employers (as required by law) or from the public through complaints.
TQI follows a clear, consistent 7-stage process.
- We receive the notification
TQI is informed about a notification event or concern involving a teacher’s conduct, capacity, WWVP registration, or other risk related matter.
- We gather more information (if required)
Under sections 70A and 70C of the Act, TQI may request additional information from employers, teachers, or other relevant agencies to fully understand the situation.
- We review all available information
Using our Risk Management Framework, we assess:
- the nature and seriousness of the concern
- risk to child safety and wellbeing
- risk to teacher quality or compliance
- whether immediate action is required
- the teacher’s history and regulatory record.
- We make an independent decision
TQI assesses the evidence and determines the most appropriate regulatory response. Our approach is not strictly linear—we select the most proportionate response based on the risk, not based on escalation.
- We take appropriate action
Possible outcomes include:
- no action
- educational or supportive measures
- conditions placed on registration
- suspension of registration
- cancellation of registration.
We often take an educational approach for minor, low risk matters where the employer or teacher shows understanding and willingness to comply.
- We notify the employer and/or teacher
Both the teacher and employer are informed of TQI’s decision. Teachers are given a notice of intention before any formal sanction. They can:
- respond
- provide further information
- request a meeting.
No decision is made until all relevant information is considered.
- We continue to monitor the situation
TQI monitors compliance following the decision. If new information arises, we may seek further details and adjust our regulatory response.
- Your employer will inform you that they have notified TQI.
- TQI will assess all information independently.
- If TQI intends to take regulatory action, you will receive a notice of intention and have the opportunity to respond.
- We may request a meeting with you if further clarification is needed.
- Once the matter is finalised, you must declare the outcome:
- at your next registration renewal, and
- if you move to a different employer.
