Moving from Provisional to Full Registration

Moving from Provisional to Full Registration is a nine-minute video outlining the process undertaken in the ACT to move from provisional to full registration.

There are four career stages within the Australian Professional Standards for Teachers. These stages reflect the continuum of a teacher’s developing expertise. These are Graduate, Proficient, Highly Accomplished, and Lead.

Provisional Registration

Provisional Registration in the ACT is granted to teachers who have completed a qualification that meets the requirements of a nationally accredited program of initial teacher education. The award of this qualification confirms the Standards at the Graduate career stage have been demonstrated.

Provisional registration may also be granted to experienced teachers who are returning to professional practice after an extended period.

Provisionally registered teachers are not expected to demonstrate proficiency all at once. They have five supportive years (from the date first registered) to demonstrate their proficient practice in a considered way.

Eligibility to Move to Full Registration

Teachers meet the requirements for full registration through demonstrating achievement at the Proficient level of the Standards. To be eligible for full registration and demonstrate proficiency against all 37 descriptors of the Australian Professional Standards for Teachers (the Standards), teachers need to:

The Professional Guidance Panel (PGP)

Newly qualified teachers, or experienced teachers returning to the profession with provisional registration, are supported by a Professional Guidance Panel (PGP) in an ACT school. The PGP assists them to  demonstrate achievement of the proficient level of the Standards and move to full registration.

The PGP must include the principal or their delegate, a mentor and a supervisor, and may include others (for example, teaching area/team colleagues).

If the provisionally registered teacher started the process at a previous school, a PGP is formed at the new school to support the teacher and builds on the feedback provided by the PGP at the previous school.

Evidence Portfolio

The evidence portfolio can be digital, paper-based or a combination of both – it is personal choice.  All evidence must be annotated to explain what the evidence is, why it was chosen and how it impacted student learning, engagement and well-being.  The annotations should also outline which of the descriptors the evidence addresses and how they have been addressed.

Only 6-10 pieces of evidence are required – think quality not quantity, but all 37 descriptors at the proficient level of the Standards must be addressed. One piece of evidence can address multiple descriptors.

To be recommended for full registration, teachers will need to ensure they have met the prescribed requirements (of demonstrated ability, knowledge and skills) at the proficient level of the Standards for full registration as prescribed by Section 32 of the Act.

Completion of the Process

To complete the process of moving to full registration, TQI will review the Panel’s recommendation report and will notify the teacher of the outcome.

Once notification of approval is provided and the digital registration certificate showing your full registration status is available within the TQI portal.
